Learning to build AI agents as a fresher — how much can I do without paying for GPUs?

I’m comfortable with Python and my budget is basically zero. Is it realistic to learn agents (tool calling, retrieval, evaluation) using hosted APIs and free tiers, or do I need to run models locally?
